Its job is to hold the blower fan in position so it can't creep along its shaft. C-clips are easily bent or lost when a blower is pulled apart for cleaning or a motor change, so it's sensible to fit a new one rather than reuse the old clip.
What the blower fan clip does in a dryer
The blower fan pulls hot, moist air out of the drum and pushes it through the exhaust duct. If the fan works loose on its shaft, it can rub on the housing, rattle, or stop moving enough air. Poor airflow means long drying times, an overheating dryer and lint building up where it shouldn't, which is a fire risk in any laundry. A missing or weak C-clip is one cause of a fan that has shifted, so check the clip whenever the blower is noisy or has been taken apart.

Fitting a C-clip on the blower
Isolate power and gas before opening the dryer. Use circlip pliers or a flat screwdriver to ease the old clip out of its groove, and wear safety glasses, as these clips can spring away. Clean the groove, then press the new clip on until it snaps fully home. Spin the fan by hand to check it turns without rubbing.

Can I reuse the old clip?
It's best not to. Once a C-clip has been spread open to remove it, it can lose its grip and may work off the shaft again. A new clip is a small part to replace while the blower is already apart.
