Fan bake not heating? The element is the usual suspect
The fan forced element is the ring that wraps around the fan at the back of the oven. The fan draws air through it and blows the heat around the cavity, which is how fan bake cooks evenly on several shelves at once. A burnt-out element leaves the fan spinning but the oven cold or very slow to heat in fan mode, while the top and bottom elements may still work. Other signs include a visible break or bubble in the element sheath, sparking, or the safety switch tripping when fan forced is selected. An open circuit reading across the terminals confirms it.

Changing a fan forced element
Turn the oven off at the switchboard or isolator first. Take out the racks, remove the fan cover from the back wall and unscrew the element from the rear panel. On most ovens the terminals are reached from the back, so the oven has to come out of the cabinet. Photograph the wiring before unplugging anything. Ovens that are hard-wired need a licensed electrician to reconnect them.
