Oven not heating on fan forced? Check the fan element
In fan forced mode, a ring shaped element around the rear fan heats the air while the fan pushes it through the oven. When the element burns out, the fan still spins and the oven light comes on, but the temperature barely rises. You may find the oven takes much longer to heat on fan settings while top and bottom heat still work. Some failed elements trip the safety switch as soon as the oven is turned on. A visible break, blistering or a dark spot on the element is a giveaway once the back cover is off.

Replacing a fan forced element
Ovens are normally hard-wired, so have a licensed electrician do this job with the power isolated at the switchboard. With the oven cold, remove the rear fan cover inside the cavity. The element usually comes away from the back wall once its screws are out, drawing the terminals through. Photograph the wiring, connect the new element the same way and run the oven on fan forced to check it heats.
