The outer cap sits on top of the burner crown and shapes the gas and air into an even ring of flame. When it's damaged or seated badly the flame goes wrong. Fitting the new outer cap
Turn the burner off and let the cap and crown cool. Lift the old cap away and wipe any food or grease from the crown and the ignition electrode. Sit the new cap on the crown so it locates properly and doesn't rock, then light the burner and check for a steady blue flame all the way round. A dropping or uneven flame after fitting points to a gas or burner fault, which needs a licensed gas fitter.
