Dryer drum not turning
The drive belt wraps around the drum and the motor pulley, with an idler pulley keeping it tight. When the motor runs, the belt turns the drum so the clothes tumble through the warm air. Once a belt snaps, the dryer usually starts and you can hear the motor and fan running, but the drum stays still. A worn or stretched belt can slip instead, causing a squeal, a burning smell or a drum that turns in fits and starts. If the drum spins freely by hand with almost no resistance, the belt has almost certainly broken.

Fitting the new drive belt
Unplug the dryer and pull it out from the wall. Getting to the belt usually means removing the top and front panels so the drum can be supported. Before taking anything off, photograph how the belt runs around the idler and motor pulley, as it's easy to get wrong. Fit the belt around the drum with the ribbed side facing in, thread it around the pulleys, then turn the drum by hand to check it tracks straight.
